starred

Star or unstar a bill

HTTP wrapper around TrackedService. Translates service receipts to HTTP responses: 201 for first-time star, 200 for already-starred (idempotent), 200 for unstar, 404 for bill-not-found or unstar-non-starred (preserved from the pre-extraction shape — clients depend on the 404 distinction).
