bills_relevant

Get bills relevant to the user's active company profile

Returns pre-computed bill matches from the daily scan pipeline (assembled in services/briefing_roster.py — shared with the agent-search briefing grounding so chat and page see the same bills). Maps bill_id (int) to id (string) for frontend compatibility.
