Re-evaluates all client-visible flags and returns the updated values. Also updates the context on any active SSE connections for this environment.

Set to 1 when the client reports the flags it reads to POST /v1/client/events. The flags this request serves are then not counted as evaluated unless the client reports its reads, so flags it never reports look unused to staleness checks and archiving. Omit it otherwise.
