Public single-address reputation lookup (Trail Cred)

Trail Cred score, badge, vouch count, on-chain score, and recent vouchers for one EVM address, plus a swap-activity summary. Public data beyond rate-limiting tiers; over-quota Scouts draw first from a small overflow bonus pool shared with the leaderboard (bonus 200s carry scout_bonus and X-Scout-Bonus-Remaining), then 402.
