Update activity for the persistent progress UI

Reports whether an FPP software or OS update is currently running, derived from logs/fpp_system_upgrades.log markers plus worker process liveness, so any browser (including one opened mid-update or after a refresh) can show the live progress. Pass ?logTail=1&lines=200 to include the run's log.
