Handles chunked file uploads via PATCH (TUS-style). A POST to the same route initiates the session and returns a unique upload ID. Each PATCH request delivers a chunk identified by Upload-Name, Upload-Offset, and Upload-Length headers; when all chunks arrive, the file is assembled.
