Record a browser-side cape licence notification

A cape whose signature verifies but is not attached to identifiable hardware is reported to the cape vendor from the device and, because a device on a show network often has no route out while the laptop administering it does, from the browser when Cape Info is opened. The page makes that request itself -- the point is to use the browser's network -- and posts the outcome here so the shared state file records it and neither transport repeats.
