Create a price alert (double opt-in)

Sends a confirmation email. Always answers 202 for a valid request, whether or not the address is already registered. game_id is a Steam AppID or igdb:N; edition defaults to standard; region defaults to the region of currency. No API key; limited per IP and per address.
