Get Blackbox Digest

The panel's own calibration record (outcomes only, no CLV), staged next to the snapshot so the routine injects it into every proposer and judge prompt as <TRACK_RECORD>. Same gate as the snapshot endpoint: the staging Action's read token clears it, and cron's secret clears everything.
