Generates a semi-filled, print-and-complete inspection report (état des lieux) PDF, conform to decree 2016-382.

Accepts the structured payload below, or a simplified payload for AI agents (fields like landlord_name, property_type, tenant_names, rooms); the handler auto-detects and converts it.

Public, unauthenticated tool. Returns application/pdf.
