  • TOTAL_FREEZE: Complete freeze of all charge increases
  • PARTIAL_FREEZE: Partial freeze, some categories may still be adjusted
  • INCREASE_LIMIT: Maximum increase percentage applied
  • SEASONAL_FREEZE: Seasonal restriction on charge increases
