Attach Run Events

Opens an ordered server-sent event stream of the run's stream, replaying committed items and continuing with live ones while the run remains active. Each data: frame is one RunStreamItem. The stream starts after after (the last stream_seq the client saw; 0 replays the whole run; the next unseen item when omitted). It ends once the run is no longer active and every committed item has been sent. A reconnecting client passes its last stream_seq as after and deduplicates by id.
