Materialise a signal as a Client prospect.

Materialise a signal as a Client prospect.

Creates a Client row (or links to an existing one matched by SIREN) and
flips the signal's `is_converted_to_prospect` flag. Client is stamped with
`category=prospect` and the current tenant.

Permissions requises : crm:write
