Check whether a self-test event reached the dashboard

Called by eyalsec selftest on the monitored machine, which holds no dashboard credential, so it needs no authentication and answers one question only: did a self-test event carrying this nonce arrive in the last 30 minutes. nonce is the 32 lowercase hex characters the helper generated for that run; anything else is a 400. It says nothing about which account or machine sent the event. dashboard_url is the es-python events list on this server. Rate-limited per IP.

Needs no authentication.
