List rule templates

Returns every template the caller may see: their own personal templates plus the EyalSec templates (the ready-made set EyalSec ships and any an administrator published). Each carries its items in authored order. owner is "me" or "eyalsec"; the ready-made templates also carry product, the agent kind their rules are written for (e.g. "python"), and category, the key of one of the groups listed in categories ({key, name, blurb}, in display order).

This is a read: a read-only API key may call it.
