Delete a saved events-page search

Deletes one saved search by id. Ownership is part of the delete itself, so an id belonging to another account removes nothing and still replies 204: distinguishing 'not yours' from 'not there' would confirm that another account's row exists. Cookie callers must pass CSRF.

This is a write: a read-only API key is refused with 403.
