Pause Segment Endpoint
Pause sending by transitioning outreach → listening.
Only legal from outreach. Other statuses return 409 — the frontend gates the button on status so this is a safety net for direct API callers. After the transition we also flip the session stop flag so any live sub-agent on this segment halts on the next ~5s poll tick.
