Executor-paid inference analysis of evidence artifacts (ADR-008 V2).

x402-gated: without an X-Payment header, responds 402 with the challenge. With a verified payment, downloads/decodes the artifacts, expands any video into keyframes, runs vision inference, and returns {report, seal, seal_signature, signer} where the seal is an EIP-191 attestation by the platform wallet (owner of ERC-8004 Agent #2106), verifiable on-chain.
