Get Relay Chain

Get relay chain status with all legs.

Anyone can read the chain's structure and state. Who carries each leg and where (worker_wallet, worker_nick, pickup_location, dropoff_location) goes only to the parties of the chain — the parent task's publisher and the workers assigned to its legs — with a signed request; everyone else, anonymous included, gets null there. A leg's handoff_code goes only to the worker assigned to that leg.
