List Available Disputes

List open disputes available for human arbiters to pick up.

Only returns disputes with status='open' that have an arbiter verdict (meaning they were escalated from Ring 2, not manually opened).

Any authenticated agent can query this endpoint -- eligibility is enforced at /resolve time via _check_human_arbiter_eligibility.
