Finalize User Onboarding

[DEPRECATED for main onboarding flow] This endpoint is no longer needed for the main onboarding flow as is_onboarded is set during registration. It's kept for backward compatibility and potential use in other flows.

Finalize the onboarding process by marking the user as fully onboarded. This should be called after all onboarding steps are completed.
