Store an immutable caller-provided MCP snapshot revision

Idempotency-Key is required. The 201 body returns snapshot_digest, not snapshot bytes. A capability snapshot is a cached caller-provided claim, not live truth. After Public Preview grant expiry, the digest cannot be used to fetch bytes; keep inline bytes or re-submit. GET /v0/capabilities/{capability_id} returns snapshot bytes only while the owner credential is valid. There is no digest-fetch API.
