Register an event webhook

Register a callback URL. The signing secret is returned only once. Events are signed with X-EveryInfra-Signature: v1=<hex>; the signed string is <timestamp>.<raw body>, HMAC-SHA256. Verify against the raw body you received — re-serialising will not match.
