The immutable subject of a PAYMENT consilium — the §3 rule that money pooled in an allocation (service:<id>, the reserved fee and fund included) moves only on the owners' quorum, at every tier.

A PROJECTION OF THE ORDER, not the order. banking.v1.Payment (payments.proto) is what the payments screen reads; this is what an owner needs in order to judge one request: where the money leaves from, where it lands, how much, and why. The two ends are rendered as LABELS rather than as (kind, id) pairs because the question an owner is answering is "should this money move", and an account id is not an answer to it.

The immutable subject of a VALUATION-OVERRIDE consilium — a NAV mark the move guard refuses (banking#232). The direct PostFundValuation caps a move at MAX_NAV_MOVE_PCT against the previous mark AND the mark anchoring a rolling window, and carries no flag to lift it; a genuine re-mark past the cap is put to the owners instead. Executing the consilium derives NAV from the LIVE unit supply at that moment and records the mark with the initiator as posted_by, so the redeem cooldown binds them exactly as a direct post would.

The immutable subject of a FEE-POLICY consilium — a change of a product's fee terms that tightens them beyond the house envelope (docs/FEES.md § "Changing the terms"). Not a money move: carrying it schedules the change, and the fee sweeper promotes it once the holders' notice period has run.

The immutable subject of a HOLDER-GRANT consilium (#245): units of the reserved allocation minted to user_id, with no cash leg. The units are frozen, not a cash figure — what they are worth is the allocation's NAV at execution. Executing it records a UnitIssuance (source = "mint", holder user) that executed_issuance_id names.

The immutable subject of a SEED-CAPITAL consilium (#245): the transfer tx_ref names on network, which the chain must report as exactly amount USDT landing on the treasury from outside, is depositor_user_id's — booked as their deposit and subscribed into fund at its price when the quorum executes. The amount is frozen into the terms (the owners approve "this dollar is this person's"); the units are not — they are what the cash buys at execution. Executing it records the fund subscription executed_subscription_id names. Opened through BalanceService.SeedCapital, never here.
