Vault cap history (supply/borrow)

Returns retained supply and borrow cap changes. With includeBaseline=true, data contains events plus the latest captured cap at or before from, exact cap decoding and availability. Missing baselines are not inferred as zero or unlimited. Count, page and baseline use one database snapshot. No full-range indexer continuity or historical USD valuation is asserted.
