Address screening activity (usage)

How much screening happened in each trailing window: provider calls (one per retained evaluation, the provider's billable unit), flagged evaluations, and the requests around them (total, cache hits, failed). Defaults to the last 24, 72 and 168 hours; hours names up to eight windows. Requires the compliance:screening-read capability or an allowlisted platform session.
