Chain-level stats

Returns the chain's protocol stats under the same rule as /v3/protocol/stats: lending totals over the counted EVK, escrow and Securitize vaults, and earnTotalAssetsUsd over the counted Earn vaults, reported separately and not part of totalSuppliedUsd or utilization. meta.excludedVaults says which vaults the totals leave out and why. An incomplete chain is omitted from the aggregate, reported in response metadata, and served with Cache-Control: no-store. Needs the stats chain capability; a chain without it answers 404 CHAIN_CAPABILITY_DISABLED.
