Return the caller's tenant summary + remaining top-up balance.

D18 (V-synthesis 2026-05-17): topup_balance is the verdicts remaining from purchased $10 top-ups — equal to usage_store.paid_units for the caller's API key. Requires an Authorization: Bearer <key> or X-API-Key header to populate (matches the convention used by services.auth.middleware). Without one, topup_balance is 0 and the tenant fields still flow back so existing callers see no regression.
