WO-7. Returns the encoded HARD_RULES + per-handler compliance class (GREEN | YELLOW | RED). RED platforms (X, Instagram, LinkedIn) must never contribute to a public 'coverage' claim; they either route through a paid official API or return status=unknown + coverage=policy_forbidden.
