Client-server versions

The client-server spec versions and unstable features we claim to speak. Mostly polite fiction: a hardcoded list of versions we do not really implement, kept only because matrix.to and older clients refuse to talk to anything that will not recite them. We are a search index wearing a homeserver's coat for a handful of read endpoints, not a real homeserver.
