List recent part events

Returns recent part history from system.part_log when enabled. The scan is bounded to the requested from/to window (defaulting to the last 7 days) and to the newest 1000 events per table per node. If a node is reachable but part_log is unavailable, return partial data with a capability warning.

Filter by open ClickHouse part_log event type. Known values include NewPart, MergeParts, DownloadPart, RemovePart, and MovePart. Unknown values are valid and return an empty result set when no event exists.

fromstring date-time

Include events at or after this RFC3339 timestamp. When omitted, the window defaults to the last 7 days.

tostring date-time

Include events before or at this RFC3339 timestamp.
