List reports

List reports visible to the caller, filtered and paginated.

Scoped to the caller's integrator access (organization, partner) by DocumentService, which also gates the report feature.

Args: db (AsyncSession): Request-scoped database session. context (ActiveContext): Resolved caller identity and scope. query (ReportListQuery): Filters + pagination query params. pager (Paginator): Fills the response's navigation metadata.

Returns: ReportListResponse: The authorized, paginated report list.
