Resolve Usdc Refund

Human-triggered confirmation that a queued USDC refund (status= 'pending_manual') was manually executed on-chain. This endpoint never signs or sends a transaction itself -- it only records that a human did, per project policy: USDC/Base L2 refunds have no automated signer anywhere in this codebase, by design.
