Bulk trigger manual workflows on issues

Trigger one or more manual workflows on every issue matching a filter predicate. For example, export all issues on a given asset to Jira. A non-empty where or all: true is required. Set dryRun to preview the matching issue IDs without triggering anything. Requests matching more than 10,000 issues are rejected: narrow the filter.
