List Jira projects.

List the projects the Jira integration can open tickets in. Use a project ID as projectId on the issue types lookup, then to create a ticket. Pass size to return at most that many projects and cursor to resume; X-Next-Cursor is set when more remain. Without cursor or size, every project within the page budget is returned, and X-Next-Cursor is set only when that budget stops the listing early.
