Live state availability

Which states are accepting new stamp orders right now. active reflects the live operational switch (the same toggle gating the consumer checkout) on top of static serviceability — a state can be temporarily disabled, e.g. during government portal downtime. Rows for inactive states are rejected by validate/create with per-row error code STATE_INACTIVE, so check here (or the active flag on GET /states/{code}) before submitting. Loads no per-state config, so it is cheap to call often; the switch applies to sandbox and live modes alike.
