Create a key (requires an existing LIVE key)

Mints a new key. The plaintext secret is returned ONCE in this response and never again (only a hash is stored) — capture it now. This endpoint is gated to LIVE keys, so it can't bootstrap your first key; create that from the dashboard. Use it for programmatic rotation once you already hold a live key.
