Research Dividend Universe

The delisted-dividend backfill's symbol list, computed in the DB (public.research_dividend_universe_json(), migration 210, over migration 209's set-returning function): every symbol in the research price panel with no dividend_history row. Served to the runner so it never needs a committed list or DB access.
