Manual Run Once

Trigger one v7.9 paper-mode cycle on demand. Same code path as the daily 13:35 UTC scheduler. dry_run=True runs the full pipeline without persisting state or logging signals (safe preview). portfolio_value is the fallback if Schwab equity cannot be fetched.
