Upload MTT prices CSV

Upload a CSV of MTT prices for asynchronous processing. Creates a queued upload_jobs row and pushes the raw file to S3; a separate consumer (rentals-upload-handler) processes it later. This endpoint only validates the file's header/shape -- nothing is persisted to mtt_prices here.
