Get Validation Summary

Return MAE/RMSE/bias of EPW.tools design conditions vs published ASHRAE.

Reads the JSON written by backend/generate_validation_report.py. If the file is missing we attempt to regenerate it on the fly from the per-edition CSVs so the first request after a fresh deploy still works.
