List Isd Stations Endpoint

Return nearby NOAA ISD stations from the bundled isd-history.csv inventory.

Powers the map's station-picker overlay so users can see every ISD station in range — not just the subset Meteostat indexes. Each station carries its begin/end of record so the UI can grey out stations not active in the year being requested.
