Add Org Member Endpoint

Owner adds a teammate by email.

R4-1: a brand-new account is provisioned and returns its key once (the owner hands it over). An EXISTING account is NOT attached unilaterally — it gets a pending invitation the invitee must accept from their own session (GET /api/orgs/invites + POST /api/orgs/invites/{token}/accept).
