Job Uncertainty

Return the per-variable 1σ uncertainty error-budget for a generated EPW (EPW_UNCERTAINTY_PLAN.md Tier-1a). Reads the uncertainty block from the provenance sidecar; if absent, derives it from the sidecar's sources matrix. Returns {"uncertainty": {...}} (possibly empty).
