getDashboardQuota

Current dashboard quota and usage for the caller's organization, so a client can show the limit before a write is attempted rather than discovering it on a 403.

dashboards.limit is null when unlimited or not enforced. dashboards.current counts only analytics dashboards (version >= 2) and is org-wide, not scoped to what the caller can see.
