Get repository preferences for the current user

Pinned and recent repositories from entire-api. Items that arrive without a provider (github/entire) are hydrated with it, and with the current full_name, via entire-core's POST /repos/resolve-ids. Hydration is best-effort: a core failure or an id that no longer resolves degrades to that item omitting provider rather than failing the whole read.
