Get repository preferences for the current user

Pinned and recent repositories from entire-api, hydrated with each item's provider (github/entire) via entire-core's POST /repos/resolve-ids — repo preferences aren't confined to the caller's home jurisdiction, so provider can't be derived from entire-api's own (regional) store. Hydration is best-effort: a core failure or an id that no longer resolves degrades to that item omitting provider rather than failing the whole read.
