List the cells that hold an organization's CI config

The processing-primary cells of the organization's repositories. Each cell holds its own Buildkite credential and clusters; a repository enrolls against those in its primary cell. A cell whose last organization repository moved away still holds its config but is not listed. Requires org#manage, as the rest of this family does.
