CreateBatchPackageLicenseQuery

Creates a batch query to fetch merged license data for multiple package versions in one call. Each item in spec.queries must have spec.package_version_uuid set. The server populates spec.licenses, spec.copyrights, spec.notices, and spec.applied_overrides on each returned item.
