CreateMalwareDetectionAssessmentPromotion

Promotes the assessment named in spec.request.assessment_uuid into the malware feed. Idempotent on the malware record's spec.upsert_key: promoting the same assessment twice returns the existing record rather than creating a second one. The record is derived from the assessment, not supplied by the caller.
