Packing lists (v2)

Generate the list

The results step's generation: the free monthly quota is asked first (403 quota_exceeded with the wizard's text), the list is built from the stored inputs and picks, the caller's own earlier changes are laid over it, and the list is stored finished. Generating again on a finished list rebuilds it the same way.
